FBI background checks: Eligible FBI Identity History Summaries are federal documents and follow the federal apostille process rather than a state Secretary of State process.

State-issued documents: Birth certificates, marriage certificates, state court records, and other documents issued under state authority generally begin with the appropriate state authentication authority rather than being submitted directly for a federal apostille.
